What is the name of this movie?

Does anyone recognize a children's movie about a girl with rainbow colored socks, and she lives in a neighborhood where each person wears each color of the rainbow? Like, there's one person who wears all red and lives in a red house, and the same for orange and yellow and so on. Anyways, the only thing I distinctly remember was that the rainbow sock girl got hurt somehow, and her colors went away, and she couldn't get her colors back until everyone in the neighborhood helped her. I'm pretty sure it was some movie about showing compassion and helping others, and all that good jazz. And as far as I know, it wasn't Pippy Longstockings, but I could be wrong. I have no idea why, but I recall watching this movie in kindergarten, and I keep remembering that one scene, so it's been killing me ever since. If you could tell me the name of the movie, that'd be great!
