Why are the sirens of European and American emergency response vehicles different?

I've never been to Europe but whenever I've seen movies set in Europe that have sirens in them they sound distinctly different from American sirens. Why is this? Also the European sirens seem to have a uniform sound, am I mistaken or is this true?
