Could a car or truck be ALL Chrome? Is that possible? Is it street legal?

Ive never seen ALL Chrome cars and trucks out on the road. I saw some on TV at the 1996 Olympics Opening Ceremony, but never since. Is it street Legal? How much could it cost? About the same as a custom paint job?
